Place semisweet chocolate chips and canola oil in a microwave-safe bowl. Microwave, uncovered, on 50 percent power for 2 minutes or until chocolate is melted, stirring every 30 seconds. Cool slightly.
Drizzle melted chocolate over caramel mixture. Sprinkle with candy eyeballs. Let stand for 5 minutes or until chocolate is set.
