Combine water, 5 Werther's candies, and cinnamon stick in a small saucepan. Heat over medium until candies dissolve. Remove from heat; discard cinnamon stick.
Stir in bourbon whiskey and lemon juice. Carefully pour into prepared mug and serve with lemon slices and cinnamon sticks, if desired.
