Directions
In a medium bowl, combine flour, cream of tartar, baking soda and salt. Add to creamed mixture, beating until well combined. Cover and refrigerate 1 hour or until easy to handle.
Preheat oven to 400 degrees. Combine remaining 2 tbsp sugar and cinnamon in a small bowl. Form dough into 1-inch balls and roll cinnamon-sugar mixture. Place on ungreased cookie sheet, 2 inches apart. Bake 8 to 10 minutes, or until edges are golden brown and cookies are set. Cool on a wire cooling rack.
