Gradually stir in chicken broth and water. Add onion and garlic powders, black pepper, and salt. Bring to a boil; stir in pasta. Reduce heat to medium-low; simmer 7 minutes, stirring occasionally.
Stir in rotisserie chicken, lemon juice and parsley flakes. Simmer 2 minutes more or until pasta is tender. Let stand 15 minutes for soup to thicken slightly before serving.
