Place unfrosted chocolate cupcakes on a clean work surface. Add chocolate frosting to a piping bag, or large resealable plastic bag, fitted with a large round piping tip. Pipe two small circles for the eyes and one large circle for the nose on each cupcake. Press broken pretzel twists at the top of the cupcake to form ears and press in candy eyes and red M&M noses.
