    1 (6 oz) tilapia fillet
    1 large kale leaf
    ¼ tsp. fresh lemon zest
    ¼ tsp. fresh lemon juice
    1 tsp. olive oil
    1 tsp. dried chives
    2 tbsp. liquid, such as white wine, chicken broth or water
    Salt and pepper, to taste
    ½ c. water

    Directions

    1. Place tilapia fillet on kale leaf. Top fish with lemon zest and juice, olive oil, chives, liquid and salt and pepper. Wrap and secure in parchment paper to make a package.
    2. Put water in shallow pan. Lay wrapped tilapia in pan. Bring water to a gently boil and cook until done, about 7 minutes.
