Whisk together flour, baking soda and cream of tartar in a medium bowl. Beat into creamed mixture. Cover and refrigerate 1 hour or until easy to handle.
Preheat oven to 350 degrees.
Drop dough by rounded teaspoons onto ungreased baking sheets 1-1/2 inches apart. Press down with a glass dipped in granulated sugar.
Bake for 8 to 10 minutes, or until edges are light golden brown. Remove from baking sheet and cool on wire rack.
