Place 1 Tbsp. baking cocoa in a small heatproof bowl. Gradually whisk in 1/2 cup boiling water until mixture is smooth. Gradually whisk in sugar until combined.
Add cocoa mixture to remaining 1/2 cup boiling water in saucepan; remove from heat. Add espresso coffee; whisk for 30 to 60 seconds or until combined. Gently whisk in milk.
Pour into 2 (10-oz.) mugs. Top each with whipped topping; garnish with additional cocoa, if desired.
