    1 lbs.ground beef or turkey
    ½ c.chopped onion
    ½ c.shredded carrots
    ½ c.diced celery
    1 tsp.dried basil
    1 tsp.Tones fines herbs
    4 tbsp.butter or margarine, divided
    3 c.chicken broth
    1 can(s)water (measured using emptied broth can)
    4 c.peeled, diced potatoes
    ¼ c.all-purpose flour
    12 oz.Velveeta cheese, cubed
    1 ½ c.milk
    ¾ tsp.salt
    ½ tsp.pepper
    ¼ c.sour cream

    Directions

    1. Brown meat in a 3-quart saucepan. Drain and set meat aside.
    2. In same saucepan, saute onion, carrots, celery, basil and fines herbs in 1 tablespoon butter about 10 minutes, until vegetables are tender.
    3. Add chicken broth, water, potatoes and meat. Bring to a boil.
    4. Reduce heat. Cover and simmer 10 to 12 minutes or until potatoes are tender.
    5. Melt remaining 3 tablespoons butter in a small skillet. Whisk in flour. Cook and stir 3 to 5 minutes or until bubbly. Add to soup and bring to a boil. Cook, stirring constantly, 2 minutes.
    6. Reduce heat to low. Add cheese, milk, salt and pepper. Cook until cheese melts.
    7. Remove from heat, add sour cream and serve.
